All environmental events are necessarily covered by media workers in order to attract more ordinary citizens to participate in actions to improve and revive nature. The date was established in 1998 on the initiative of members of the World League for Cultural Preservation, founded in 1996. For the first time, the idea of ​​establishing this holiday was proposed by Nicholas Roerich. This event took place in 1931 in Belgium at a congress dedicated to the promotion of an interethnic pact for the protection of culture. At the conference, the key goal of the solemn date was announced - propaganda calling for the knowledge of all that is beautiful. In the spring of four years later, at the Roosevelt residence, the international agreement “Roerich Pact” on the protection of cultural property was adopted. Nicholas Roerich himself always called culture the only effective tool for the improvement of humanity, seeing in it the basis for the unification of all people, regardless of religion and affiliation with any one. or nation. The decision to establish official protection of culture came to him in the first half of the last century, during the study of ancient Russian monuments. However, the call was ignored. After 15 years, the artist drew up and published a draft agreement, supplementing it with a message to the residents of all countries. This document caused a wide resonance and found a response among the world community. Committees have been formed in individual states that strongly support the project. As a result, the Pact was approved. Every year on April 15, many countries around the world celebrate this holiday. The list of events organized on this day all over the world, in particular in Russia, officially recognized as one of the most cultural states on Earth, is as diverse as the concept of culture itself. The program includes: - exhibitions dedicated to the culture of various nationalities; - scientific congresses dedicated to this topic; - educational lectures on the culture of different nations; - festive concerts; - evenings of poetry and classical music; - performances and stage performances. Titus Icebreaker is popularly celebrated on April 15 (April 2 according to the old calendar style). On this date, Orthodox believers honor the memory of Saint Titus the Wonderworker, who lived in the 9th century in the territory of Asia Minor (modern Turkey). Thanks to him, the holiday was named. Titus aspired to become a monk from his youth. He went to the Studite monastery and took monastic vows. Titus stood out among other monks for his humility, persistent work ethic and great virtue. He was appointed a priest, and the Lord rewarded the monk with the gift of miracles. The saint became famous for his active defense of icons from iconoclasts and, by the will of God, lived to an old age. The people called the day of Titus Icebreaker, since the rivers finally opened up from ice. Residents did not miss the opportunity to tell fortunes on the ice: if a cracked ice floe went under the water, then a difficult year was expected; if it floated on top, it was the opposite. They were happy if there was more water after the ice broke, because its spill foreshadowed an abundance of herbs harvested for the winter for livestock. Often, on Titus Icebreaker, flocks of crows gathered near houses. To prevent them from causing trouble or hunger, they were driven from the rooftops. And not without reason, since supplies in cellars and barns were practically running out. The owners checked the remaining grain, began to save on baking bread, and the grain stored for sowing was forbidden to touch. Therefore, the date had a second name - Breadless Day. It was bad if the snow melted above the cellar first. This meant that wet grain was poured into the cellar in the fall and by spring it began to rot, releasing heat. But the peasants knew how to use it in practice. Beer or kvass was brewed from sprouted grain (malt). Titov's day was also called Barysh-day. It was a holiday of traders and resellers. In order for transactions to be successful, they spent the day in merry festivities. It was believed that a loud celebration would lead to great income. The signs on Titus Icebreaker were used to judge the upcoming weather. The cooing of doves predicted the coming warming. Seeing black grouse going deep into the forest to spend the night meant the approach of rain and winds. The singing of the dergacha (crake) foreshadowed a fruitful summer. A flock of cranes was observed flying south due to a bad harvest.
The holiday, celebrated annually, coincides with the day of the government decree of 1919, when the criminal investigation officially appeared. Its development as a separate part of the law enforcement system began in the 19th century, after the annexation of Ukraine to Tsarist Russia. The turning point was the 1860-1870s, when the tsarist police system was modified, because before that all the work of identifying, searching and capturing criminals was carried out by the general police. In 1873, for the first time on the territory of Ukraine, in Kyiv, an experimental detective unit began its work. It became the second to appear in the empire after a similar one organized in St. Petersburg. Having existed for a year, the Ukrainian investigation showed excellent results, and even the cessation of funding from the Kyiv local authorities could not detract from its merits to the higher management. In 1880, with the assistance of the governor, a full-fledged part of 17 employees was created. Even then, the foundations of functionality were laid that are still relevant today: detention, search for criminals, surveillance and tracking, registry. History made its own adjustments: the years after the revolution brought civil war to Ukraine in an attempt to gain independence in 1917-1918, and the detective units of the tsarist police ceased to exist. Only with the advent of Soviet power and the formation of the Ukrainian SSR in 1919, the formation of detective units began anew. Their existence and legal basis were recorded on April 15, 1919 by the Council of People's Commissars of Ukraine with a special Decree “On the organization of judicial and criminal investigation.” In 1920, the Central Directorate of Criminal Investigation was created, which is part of the Main Militia of the Ukrainian SSR. Over the decades, the structure of the criminal investigation department and the model of vertical subordination have undergone transformation. Since 2001, the official name is the Criminal Investigation Department, which is part of the Ministry of Internal Affairs of Ukraine. But the main tasks and goals remained unchanged: adequate counteraction to criminal offenses and the search for criminals.
